Anything by Studio 4C is a freaking trip, to be sure. Mind Game would be high on my list of strange anime.

Somehow I really feel like watching everything on this list right now...
Second A Day Without Me's suggestion. Just don't watch Cat Soup in the middle of the night or you'll wake up thinking you dreamt the whole thing up :P

Ever seen Cat Soup? Because it definitely belongs on this list, and if you haven't seen it and enjoy seriously weird anime, you should go see it.

Good call with Dead Leaves, but Aachi wa Ssipak is right up there in terms of bonkers-crazy action with crude "WTF were they thinking" characters.

Some more titles to add to the line-up:
- Cat Soup: I don't even know how to explain this one. Easily the most random thing on my list, your list, or any list ever created.
- Excel Saga: As you've already touched upon, the world of anime can be a pretty odd place indeed. So what happens when you have a show that parodies all those oddities? Well, Excel Saga...that's what.
